Mock-up cabinet is a small leadership team formed inside an organization or in a locality with well-defined area of operation.   It is a model of a cabinet used for analysing individual decisions of a public governing body like cabinet. It study and test only decisions that may affect in the area in which it has created. It tries to find the impact of the decisions in the organization or the people in which it is representing. It will help people to understand, what impact is coming, how we can fruitfully utilise the benefits and how to be prepared for any adversity.

This is a feedback mechanism to the cabinet also, and they can find their decision’s effectiveness in the field. The cabinet can test the effectiveness even before implementing the decisions and can implement most effective one by analysing the feedback.

First the mock-up cabinet should define its Niche area of operation, geographical location of operation, organization it is representing and leaders who are in the team. A mock-up cabinet consists of 10 leaders and focused only in a niche area. Each locality can form mock-up cabinets and intellectually participate in the national development process. Joining in to the M-Cabinet is purely voluntary and should stick to it at least one year in the team.

The leaders should take sufficient efforts for studying, the decisions and its results personally, then prepare report on it. Then they together compile the final report. Individual reports should not bring to public.

M-Cabinet is not having any decision making power, ruling power or influence in the administration. This is not a political setup to criticize the cabinet.  An M-Cabinet should not give commend on decisions outside the area in which they are formed. They should present their findings and suggestions with utmost social respect. They should not venture in to defame anybody.

Mock-up cabinets feedback has only local significance. It is a way of responding to the cabinet decisions in a civilised manner. These reports should not be used by media or opposition to attack the cabinet. It is a constructive feedback method to increase efficiency of the public governance.
